I’ve heard it was before he was president too, supposedly before he was governor too if I remember right.
Not sure he’s ever directly given any details about the cocaine deal, but I remember him being pretty public about being intentionally sober because he knew he couldn’t handle it. Although, I don’t think he considers himself an actual alcoholic.

I mean, his VP was definitely involved in all of that stuff. He only got the job because of his dad, and even if he himself wasn’t a terrible person, like the reason he was where he was as president was because of all of the people around him, who were absolutely terrible people.

Bush was the “cleanest” Republican since Nixon only because he was such a Cheney puppet that Dick Cheney’s wedding ring is still lost up his ass somewhere. Cheney was president during that timeframe.
