I would say Trump. The problem is, ridiculous come from the Latin for laughable, and fascism is no laughing matter.
Next in line would be Dubya. He was a bit less fascist - although Gitnoi detainees probably beg to disagree - but more amusing.
So I vote for Dubya, despite the fascism.
Don’t misunderestimate Dubya. Irregardless of his policies, he coined words and phrases like Shakespeare. How many of use of dreamed of human beings and fish coexisting peacefully? How many of us strive to put food on our families and buy most of our imports from overseas? Don’t we all want to know “is our children learning?” And who can forget that famous Texas proverb “fool me once, shame on - shame on you. Fool me - you can’t get fooled again.”

To be fair, I’ve read that the Texas proverb bit was him cutting himself off mid sentence to prevent a sound bite of him saying “shame on me”. I have no idea of the veracity of the claim but it’s interesting if true.

There’s pull for W with good reason: idiocies done by him were sung & talked about for months & years. Has to be the current POTUS simply because there are more people with more access to more places to post ridicule. Add to that the whole marketing drive for ‘engagement’ (especially ragebait) and AI, and you end up with a volume of ridicule greater than ever before possible in human history. In the future, perhaps we can get the bots to shout at one another somewhere easy for humans to ignore.
I love how even though your answer is “this one”, it’s not based off of angry emotion with nothing else behind it. You make a logical point where it’s hard to make the argument for any other president. It also means future presidents will probably break the current levels as more efficient technologies emerge.
Notice, the question was NOT “Who’s the most ridiculed POTUS in history by humans?”. There’s a lot of wiggle room for still being correct while also artificially stacking the deck. There’s a little over 8 billion humans on earth. You could create 88 billion bots, and now you’d have the bots united message of ridicule heavily outweigh and thus manipulate the narrative to other real humans.

The thing with “this one” is he was president for 2 terms, unlike the previous one. The others before him in this millenium were a bit less off the rails, hence less ridicule.
Bots do sway the results towards every current president, but this one is a bit… Specific.
But whatever the next one may be, short of insane choices like Kim K, Elon, Kanye, MTG, etc. The ridicule will be much less than for Trump.
My exact thought. Obama caught hell, but there’s more of us now and more of us engaged, in both politics and social media.
Most ridiculed in history? Trump. Any scandal or even conspiracy about other presidents honestly pale in comparison to just 1 single Trump day. Its to the point where we dont even call them scandals anymore, its just another day with Trump in office.

I still find it hilarious that about 15 years ago, the WWE introduced a new wrestling character. His name was “Abraham Washington”. A name that, yes, it is a combination of exactly the two names you think it is. So who did they get to play the role of Aberaham Washington? A black guy. He played the role of a TV talk show host, who legitimately got fired, and this is true, for going off script and saying “Titus O’Neil (A wrestler) is like Kobe Bryant at a hotel in Colorado - HE’S UNSTOPPABLE!” which referenced some 2003 legal issues Kobe had involving a sexual assault case.
