    Yes, but it closes with the optimal packing, and not with the naive one.

      Sort of. Let’s say the 16 were to the brim and it won’t zip with 17. You could fit an extra 4 by stacking it on top of those 16, and while it’d cause more “empty space” around those 4, there’s enough “slack” in the baggie to allow it to fit.
