Hi, Peter here to explain the meme. In countries with strong weather patterns, the summer months can sometimes reach 100 degrees. By claiming it’s incredibly cold when it is actually still a reasomable summer temperature of 69 degrees (ehehehehe), the poster is eliciting a humor response by pointing out how they perceive the weather as being cold enough for soup (commonly associated with the autumn season) even though it is still a perfectly serviceable summer temperature.
