It’s because the system’s centre of gravity is under the table, and on the table’s side of the fulcrum.

I had one of these that was Boba Fett. He had really big arms, and if I remember correctly, it came out of a kids meal from Taco Bell.

My dad had one made from metal with a guy who had his legs stretched out instead of the bird wings and I think you can guess what was used as the balance point.

Nope. The wings are weighted so that the bird is perfectly balanced on its beak. You could set it on a pole and it would do the same thing, just didn’t work on a table because the wings tail and belly would be what touched the table.
