I think this is much more likely to be due to stigma of reporting, how likely it is to be recorded, and perhaps legal classifications changing which statistics bin things get tallied in than it is to be an accurate reflection of prevalence on actual instances.
For instance, in the US police are trained in the Duluth Model of domestic violence. This uses the lens of men’s structural power in society, which can erase the situation of individuals. It also struggles to deal with queer couples without projecting inspector gender stereotypes.

It ain’t no joking matter. But some boundaries must be crossed both to deliver change and stand the tyranny of reality.
