The city centre - UK and most European cities are concentric and grew outwards from a defined centre. Most protests generally start or finish in them.
If your federal government cut internet access to your whole town then where in your town would you think that "the people" would get together to protest ?

It’s generally tougher in the U.S. because a lot of our smaller cities were founded post-automobile, post-suburbia and post-shopping malls, and as such they don’t have town centers. At best they might have a main retail corridor.
