    Yeah, it was a little more obvious in his old design (and makes sense considering his rivalry with Mickey).

  I mean, yeah, he was generally always a villain in things. It wasn’t until Goof Troop that he just became simply “Abusive father and obnoxious neighbor”. He transformed from being Gul Dukat pre-DS9 to Gul Dukat in season 4.
