When I first went to eastern Europe, I was confused why there were signs saying to not flush paper down the toilet. Like, obviously. That’s for body waste and TP only.
“Paper” means “toilet paper”.

I work in maintenance and people frequently flush things other than toilet paper and poo, someone put signs up, complete with pictures, they got taken down and the blockages continued.
