You can do this now. But it’ll probably be more effort than using something like Bazzite. The image is available publicly. It just assumes a certain set of hardware (AMD GPU, for example). It might be enough to install the GPU drivers you need. Worst case, you might have to recompile the kernel. But all the user space configuration should be fine.

I haven’t played in a few years so take this with a grain of salt.
My approach is to build things out incrementally. If your cashflow stays positive the entire time, you won’t have money problems.
For design, try to find modular chunks you can repeat. A cellblock with bathroom and showers. A canteen. Make blueprints from them and twist them.
Do you have a foundation and walls around the entire space? I usually kept most stuff outside with a fence around the perimeter.

The article is talking about art in promo material.
Think about it: whenever you see a piece of production art featured in a social media post or a press release or a game announcement at a big televised showcase, all you ever see is the art. You never know who made it, whether it was created by an individual or a small team (or even a studio).

The bigger deal is how many customers will react worse if you engage with them in any way. If that weren’t the case, pointing to the hours, shaking your head, etc, would be reasonable.

I’ve never worked in the UK, so I don’t know what the processes are like, but here’s my two cents from the perspective of probabilities.
It’s possible to have a large, freak accident at an otherwise safe work environment. But if an environment has lots of small issues, it seems more likely for a larger issue to happen there.

Not the original commenter, but for me it’s a comfortable chair, desk, and computer set up in a quiet room with a door I can close. Nice speakers and/or headphones and a small couch are a plus.
