The opposite, it's validating that you should look past appearances.

But what if someone has a building covered in dog pictures and the whole building is shaped like a dog, they sell you a chainsaw, and when you ask them why they don’t sell dogs, they just say “Don’t judge a book by its cover”.

Why'd you buy the chainsaw when it was offered? They showed you what was inside.

You don’t seem to understand what false advertising is.
If a business advertises itself as a dog adoption firm, and you go through all the steps and pay for a dog and they give you a Sony Aibo, they falsely advertised.
If the chainsaw store is covered with dog pictures, and sarcastically calls itself “the dog store”, but only sells chainsaws, that’s just a weird business with bad marketing.

Both suggest a mismatch between appearance and contents, but “false advertising” is almost exclusively used in a negative context.

It has nothing to do with advertising. The phrase refers to bias and stereotyping. It is not about the book, it is about the person doing unfair judgment based on superficiality instead of knowledge.
There are no covers that are not carefully chosen for the book they accompany. The source of error lies on the beholder making false assumptions about what the book is, then passing judgment on a book they haven’t read based on limited information and most likely incorrect assumptions.
The phrase calls people to check themselves and their own biases before making decisions with limited information. Or at least to search for some more data with curiosity instead of bias.

You shouldn’t judge a book by it’s cover but you should absolutely judge a bottle of wine by it’s label

I’m a fan of wines with “The animal that looks like it’s having the most fun”

Ooo that’s a good one, I’ll play that next

The best wines have a nice castle on there.

That makes more sense.
