You don’t seem to understand what false advertising is.

If a business advertises itself as a dog adoption firm, and you go through all the steps and pay for a dog and they give you a Sony Aibo, they falsely advertised.

If the chainsaw store is covered with dog pictures, and sarcastically calls itself “the dog store”, but only sells chainsaws, that’s just a weird business with bad marketing.
