No, that’s just what they say. This creep has some fantasies going on
I’d hope that it’s that their friends are edgelords and keep changing their name when they leave their phone/computer unlocked

Yeah and that all those changes where within the span of a month, 10 years ago
I think a more likely explanation would be he has an edgy friend or family who he lent the account to for family sharing steam library, or he accidentally left his account logged in at an internet cafe or something and they changed the name as a joke.
When he changed his username to all numbers that must’ve been the first close call.
I think steam does that when a profile gets reported a bunch for stuff like this.

Fun Fact 2: tools like Steamhistory archive all recorded name histories of steam accounts, regardless of if the user deleted their name history.
