Yet I filed a police report with photographic evidence (they wouldn’t let me upload video) from my dash cam of the moment a driver backed into me in a drive thru and damaged my bumper. This is not because I’m a snitch, it’s because if I ever want to go to insurance about it then they will demand a police report to prove it happened.

But the bank would care about the police report for the charge back. A civil court would care about it if having to sue for restitution if the charge back is denied.

The administrative state may not give a shirt about you or the crimes that have been committed against you, but they care about your capacity to make life challenging for them. Police won’t investigate, but they will take a report. A report is a legal document. It implies the threat of real consequences if they don’t get their ship together.
