I looked it up and apparently people can and do keep them as pets, but they need a very big tank and are generally wild caught so folks often discourage keeping them

Its not really satire I’d its almost exactly what he said but slightly worse, theres not really a joke or commentary and it does succeed at being misleading, I feel like describing it that way is unreasonable.
