The store is overwhelmed because of Steam Deck OLED but according to the IMO reasonable assumption of another commenter the free button was added by mistake too early because HL’s 25th anniversary is apparently coming soon.

The game is likely to be made free for the upcoming anniversary, and they accidentally made it free early. They have since fixed the accident.
