This really is a rare genetic defect that can happen with frogs. Emphasis on rare, very rare…
The amazing part is that they even make it past the tadpole stage, they seem to survive just fine, despite their eyes being inside their mouth. Hell, they don’t know any different than what they experience in life.

Don’t (at least some) frogs use their eyes to swallow anyway? Like, when they close their eyes they get sucked into their head, which decreases the volume of the mouth, which pushes food into the throat?
