    I mean, he included Japan and South Korea, among others that aren’t strictly “Western.” They are all US allies, though, which makes sense for a US Senator.

      When you hit a saturation point of US military bases, they just start calling you part of the Western bloc.

  Maybe he explicitly selected countries which declare in their constitution that access to healthcare is a basic human right. Again, this is just an assumption by my side.
