They’ll need a public transport system. Not for anything as un-American as bringing the carless to Costco, but for the motorists who lucked out and had to park in the outer reaches of the car park.

That actually makes sense. At least to explain the picture. If you're going to concrete over the whole bay, an underground rail system is easy.
