  I’ll assume by “we” you mean the US. It’s nothing complicated. There are consequence to picking a violent, cowardly idiot to lead you. Violent idiots pick fights they shouldn’t pick, and cowards back out of them.

  Because the US had a clear lead in the ability to deliver nuclear weapons at the time and Russia knew it. Easy to act tough when you have the advantage, but idiotic when it’s only going to hurt you.
