The list looks great! The only recommendation I’d make is to maybe add an additional 500 GB SSD and put the OS on that, and use the 4 TB drive for just storage. I like to do this with builds so that if something happens with the OS drive (e.g. corruption or driver issues), you can comfortably reinstall the OS on the smaller drive and minimize data loss.

Those are really great specs and yeah you should be able to run just about anything released so far at the maximum settings with those specs.

I would be careful with recommending trying to price-optimize power supplies. Sustained/average power draw under load is not peak power draw, and tolerances beyond the rated PSU wattage vary by manufacturer.
The OP is also looking into the RTX 5090, which is even more power hungry.

Why a 4090 now? A 5090 costs 11% more but is ~30% faster. If you’re going to get a high-end GPU, it’s a better bang for your buck.

They’re expecting the 50 series to have some scarcity issues, so be aware of that. In addition to that, it’s possible that people may scalp up 40 series because of an expected shortage, so be aware of that as well.
That’s what I experienced when trying to upgrade from the 10 to the 20 even when the 30 came out. People were still hoarding 20 series and I wasn’t able to comfortably upgrade until the 40 series came out.

While there’s nothing wrong with having an oversized cpu cooler, you could definitely drop down to the 280 if you wanted to try to go for a more compact build. You will have a lot of empty space in that case.

If you’re interested in saving money you could tweak this. (Unless you can get the 4090 for MSRP it’s burning money)
I’d suggest using pcpartpicker as well.
That ram is probably not going to work correctly.

Add a smaller boot drive to run the OS and programs from, for sure. Maybe 2 if he wants to dual boot Windows and Linux(Steam OS full release is on the horizon).
If you can snag a 5090 in 2-3 days when they release, you’ll definitely be future-proofing yourself a bit more. There’s a liquid cooled version of the 5090 by Gigabyte that’s sure to be one of the best performing aftermarket variants.
I’d also swap the motherboard with the Asrock Taichi X870E, which is the best featured X870E board IMO. I’ve also had loads of issues with Asus products. Otherwise, it looks pretty maxed out. You win all the brownie points!
