  A catastrophic one would result in probably 80% of the population dying in a year. Starvation, exposure, lack of medicines, etc.

  You judge if that’s worse.

      Start from oldest, poorest, and medically needy, then work your way up the financial ladder. The rich will hide in their bunkers.
