For those that don’t get the joke, this is a reference the 2022 Uvalde school shooting incident. There was a crowd of cops that stayed outside and refused to enter the building because they were afraid of getting shot.

It’s even worse than that. They didn’t just refuse to enter the building. They actively prevented any other first responders from entering. So they not only refused to help, they actively made the situation worse.
