  It’s more like: If a guy is known for shitting his pants and it smells like shit when he’s around, are you going to require proof of shit in his pants before you deny him sitting in your brand new couch?

  In the eye of the law, yes. Public opinion is allowed to be different. But you have one good point. The text does not mention how they are stalling and hindering the investigations despite their promise to open the files.
