    I think they mean that the boobs are the expenses, and the shirt is the salary. The salary is too small to cover the expenses.

        No, metaphor works without considering clothing

        Left boobs: not nothing, but probably smaller than deserved

        Right boobs: if not artificially inflated, then the current nature of things has created a situation that may require surgery to alleviate the pain of carrying
