I’m convinced there is no such thing as a civilized country at this point. The more “civilized” a country becomes, the more its people become smug arrogant assholes who are anything but civil.

In civilized countries, the driver is responsible for the safety of the passengers. If I get pulled over, and somebody doesn’t have a seatbelt (other than in some specific exceptions), I get ticketed. If I get in a collision and they get hurt, that’s on me too. A deterrent is necessary when personal responsibility fails.

In civilized country (France), adults are responsible for their own security. You are only responsible for children to put their seatbelts on. Also what kind of condescending word is “civilized countries” just say the country you’re thinking about.

Same even in the UK, and I think the UK and Germany are are the most likely in Europe to do random things like the US, so it sounds like it’s just their thing

In Germany you're also responsible for the safety of your passengers. If you get pulled over and someone in your car is not wearing a seat belt, you will get fined. You're driving a multi-ton death machine, you're responsible for taking care of the people in it.
Also, someone not being buckled can be a danger for other people as well. Depending on the accident an unbuckled Person can become a projectile and severely injure or kill others.

That’s absolutely not true. Just read the 🦆ing law. The fines can be found in BKatV, Anlage (zu §1 Absatz 1).
Nr. 100 says “Vorgeschriebenen Sicherheitsgurt während der Fahrt nicht angelegt; 30€” which clearly states that YOU get fined for not wearing a seatbelt.
Nowhere does it say anything about transporting someone else who isn’t wearing a seatbelt, except for children who are explicitly mentioned in Nr. 98 and 99: “Ein Kind mitgenommen ohne für die vorschriftsmäßige Sicherung zu sorgen”.
Even if the clear language of Nr. 100 would have left any doubts, the fact that the numbers talking about children explicitly mentions transporting someone else shows that that’s not the case for grownups.
