The website/app is probably secondary to being vetted by in-person operatives already receiving money if I had to guess.

Last season was really good and I don’t remember any technical issues beyond maybe some launch server issues. Can’t comment on Linux

In that case they wouldn’t be complaining, most of the international students are in grad school aka some of the cheapest labor available lol.
