Stupid invention. He is saying put dams in series so that the pressure from the lower one helps prop up the higher one. But if your construction actually rely on that then you have to keep the water level of the lower dam high all the time (defeating the purpose of reservoir dams) otherwise the upper dam will collapse.

You would put the dams close to each other, so there’s almost no water on the intermediary reservoirs.
There’s an obvious improvement, where you put them so close that you need no water at all between them…
