I mean, they tried to enshrine what they believed to be inherent into law. It is literally the opening of the declaration of independence:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
It is a philosophical debate that continues to this day. But most philophies think there are some obligations somewhere. There’s even a whole Tav show dedicated to the discussion (the Good Place).

Exactly. Whether it’s morals, laws or obligations, it’s just a set of human made-up believes and ideas. And once you dismiss the idea of a god/creator. I just can’t see how any of those would be “inherent” to anything. That’s just we happend to agree on (and even that only works if you look at small enough communities).

Read the history. There were ‘beef steak’ Nazis, brown on the outside and Red on the inside. They’d listened to Hitler and believed the ‘socialist’ part of National Socialist. A lot of them didn’t make is past The Night of the Long Knives.
Heck, there are the Log Cabin GOPs.

Having kids is an obligation you gave to yourself, unless it was an accident or a rape but that's another story. In both case it is a choice, and I do believe that humans must always make the final decision for themselves.
I would hate being enslaved or trapped into making decisions due to external pressure, and while there are a lot of corner cases, I prefer freedom.

That will give you obligations in society, but not inherent ones. You could choose to be have kids and be a deadbeat parent from the start.
