In one of the books it talks about him earning the tattoos. I think they were related to sith alchemy or rituals but were fairly niche among the sith. Palpetine was a weird one even for the sith it seems.

The 2.19 is the “regular” price in the white box. The number in the orange box is usually the price per unit and/or weight, although sometimes it can be there price for those with government assistance vouchers.
It is common for grocers to put a tag under the regular tag with a promotional sale. In this case, if you buy 10 then you get all 10 for $10.
It’s a circus and I would much rather just have the price for the thing with the tax included. Corpos just like playing mind games.
