Very unlikely. There's a statement at the bottom that explains what the fee is. There's a QR code at the top for more information, which OP cut off.
I doubt they went through the effort of updating their POS system, providing links to info on the receipt, and chose not to post a sign or put a note on the menu. Everywhere I have been with a service fee like this posts it, which would negate any legal issue.
Caveat emptor.

I'll withhold judgement when the people telling me to withhold judgement actually withhold their own judgment of women, brown and black people, lgbtqia+ people, etc.
Anyone who's ever told me to just wait and see has turned out to be an agent of the status quo at best. Often they are active fascism cheerleaders.

This is a minor wave I've seen of "oopsies" posts about work from home.
And if history is any teacher, and considering that they spent the last few months pushing the "workers actually want to come back!" fantasy narrative, I expect in a few weeks the pieces will start being about blaming workers for the return to work pushes.

This is a sign that they truly believe it's "the magic word."
I think that's the attitude. Please should mean something. Thank you should mean something. But when you grew up being told to say it just to get what you want, then that's all it means to you.

Because most religious conservatives don't think beyond "what is acceptable to my group" and do that. Or appear to do that. And not rocking the boat is highly valued in those communities, so people who want to abuse others financially find ripe ground for it.

Advertising is a huge waste of societal resources.
Think about it: what's the actual point of advertising, from the consumer's point of view? I would argue it's to get notified of available products, and why you might want that product.
But that's not what advertising does 99% of the time, now. Advertising now is a collection of products that you already know exist, have probably already looked at, but now you're getting spammed. Because they aren't trying to educate you as a consumer - they're trying to use exposure to trick you into buying their particular product instead of someone else's identical product.
If you look at the total GDP that goes to advertising, it's frankly insane. It's lost 20%. Add finance into that, and most of our GDP is centered around meta-economics rather than stuff people want/need/will use.

There are good people who are democrats, for sure.
But the Democratic party is managed opposition. They love that republicans do stuff that benefits them personally, and they love that they can fundraise on the culture war stuff, and they love that no matter how bad they fail, they can blame republicans.
The party as an organization is one of the worst enemies of progress, because it sucks up resources as if it will do something, but then turns around and spends all the money on their safe seats.
