It’s normal language for UK laws. It’s to allow the police to stop someone doing something before they hurt someone rather than waiting until they do and then arresting them. In general we have a bit more trust in the police than the US - policing by consent rather than overwhelming force. Also why the police don’t usually carry guns.

Cyclists aren’t a “problem” any more than traffic lights or stop signs are. Drivers should be able to deal with having to slow down a bit for a few seconds without getting upset about it. If you saw a driver shouting out of his window at a traffic light you’d think they were insane.
