  Some things to note. 3606 was first introduced in 1957 an age with vastly different cultural norms than ours in present day. Additionally that statute was amended as of May this year. Starting in November the process now requires parental agreement. Further it adds the or she phrasing in all the places he is used. That seems like a step in the right direction though of course it doesn't address OP's concerns around the age of consent
