Making the first steps is far from “becoming”. Like the coin I found on the way to market doesn’t mean that I am “becoming” a billionaire.
At this point Ukraine can’t cover its own needs in weapons. Most weapon types are not produced at all.
You can call that a “laboratory” because of speed and variety of weapon-related experiments but nowhere near to a “powerhouse”.
