  The thing is that it was shown that those no-doctor-note days actually reduced the amount of sick days, even when used for things other than sickness.

  Because if you drank too much the day before and can’t come into work because of a hangover. You only need 1 day to recover. But if you need to get a sick note anyway, you might as well get one for an entire week.
