They’ll magically start being reasonable and sensible?
Doubt.
Blocking their number would be the first step.
Maybe filing a report both with police and the service provider.
Getting a new number might be something to consider.

Because she still lives with him and is trying to get away from him. He uses his phone to track her and blow up her phone to harass her whenever she’s not home so I want his phone to basically be useless so she doesn’t feel like she’s constantly being watched

I know how desperate it feels, but this isn’t a safe solution for her. She needs to get our of there ASAP, in secret, and then she can block his number. “sabotaging” him will infuriate him which can have disastrous consequences.
