Under current technology, that speed is very much impossible. Even if your internet connection was magically instant, there are still more bottlenecks in the way.
A high end NVMe SSD can write up to 12 GB/s. So even if we cheat and say the download is a highly compressible zip bomb that downloads instantly, it's going to take about 42 seconds just to decompress and write it to the drive.

Yes and no. No because the amount of data that can be fit through an internet connection has physical limits, just like a water pipe supplying water at a maximum rate, but yes because you can create a game, let’s call it "Black Leopard’s Underground Revenge on a Moonless Night, all black screen, all the time, fantastic compression ratio tho, crunches down to a 2 MB zip, downloads in under a second, expands to 500GB of Disappointment in the Dark.
