Wouldn’t an electrical failure of a fuse mean it doesn’t pop at the rated current/voltage?

Wouldn’t an electrical failure of a fuse mean it doesn’t pop at the rated current/voltage?
with protecting relays/fuses, that is referred as mis-operation, you may need to run a test to confirm the relay isn’t behaving as it should, with blown fuses, they would probably have to take your word it is blowing too soon
