I went down a Wikipedia rabbit hole about the world’s biggest cities and a lot of it is down to how city limits are defined. Which is different in every country.
In some example I can’t remember off the top of my head, the average population density of a huge “city” was lower than that of the Netherlands.

I know about Jakarta because I read about how the CIA couped Sukarno during the Cold War.
