If the past rules still apply I would assume that making fun of Kirk isn’t inciting violence because he is already dead, so it should be fine, albeit some may say it’s disrespectful. Quoting Charlie Kirk may get it taken down though because many of his words were meant to incite violence, which isn’t allowed.
If I say something disparaging about Charlie Kirk will I get banned? What if I make a joke about his death???

Considering that some of the cruder memes and jokes on .world communities are still up, I’d say no. At least not from the instance.
Experience in individual communities may vary.

one thing you likely cant say is:
“charlie kirk was a nazi, fascist, white supremacist, and stocchastic terrorist, whos rhetoric has likely caused hundreds if not thousands of deaths directly and indirectly. and hes also partially responsible for trumps fascist regime coming into power, and the deaths they cause can also be attributed (in part) to charlie kirk as well. if so, that number rises into the millions as a direct result of the parties policy and neglect during events like covid, as well as military operations, ice raids, removal of medicaid, medicare, and beyond. and so he deserved to die. and people who share his beliefs or act on them also deserve the same fate”
thats something you probably shouldnt say on here. as an example.
