Whatever the solution is, posting about it in cleartext on the internet is asking for whatever surveillance state the UAE has to get involved before your son has a chance to escape to somewhere safer.

I’d suggest that language fluency and cultural awareness are probably important for your son to be able to settle in and socialize. Cities in Europe (especially Northern Europe) are likely to be best if he speaks English but no other European language?
Canada has a welcoming attitude towards LGBTQ people in general, although immigration is a slightly touchy topic lately.
While you didn’t mention the us and our news gives you good reason not to consider it …… this is very different by location. If it does get on the list, ask this again by state and city

That article specifically calls out Iceland, Norway, the Netherlands, Sweden, and Canada as the most accepting countries for people in the LGBTQ community.
I would start by seeing what your son wants. Not to assume you haven’t already done that, of course, but I would take his wishes into account and then go from there.

That’s great, I hope everything works out. I’m not sure how much you follow north american politics but it’s probably not the best time to move to Canada with the ongoing trade war and continuing threats of annexation by the American president. Hopefully someone else can speak to the experience he may have in the other countries on that list, though.
