Jessie Manchester, Christopher Moreau and Harley Faires were all charged with burglary and criminal threatening.
The men were arrested but have since been released from jail.

I think the title refers to the landlord not being arrested, not the bikers. Last line was that they didn’t know if the landlord was facing charges, which probably means he hadn’t been arrested yet.

I don't claim to be a York County Deputy so I'm not here to make the accusation myself, but I do claim to be a guy who can read just below a headline and can see that according to the article, the York County Sheriff's department deputies did in fact make that accusation.

Investigators say they later learned the landlord of the building solicited the men following a landlord-tenant dispute.
It's only alleged because that's the journalistic convention to prevent a libel lawsuit until a guilty verdict is handed down by a jury.

YORK COUNTY, Maine —
Three people accused of breaking into a home and threatening the resident were allegedly asked to do so by a landlord.The York County Sheriff's Office was called to a home on Acton Ridge Road over the weekend.
The resident told authorities a large group of motorcycles had arrived at her home and some of those bikers were trying to force their way inside.
Officials say three men kicked in the door to her apartment and began to threaten the woman inside. Investigators say they later learned the landlord of the building solicited the men following a landlord-tenant dispute.
Jessie Manchester, Christopher Moreau and Harley Faires were all charged with burglary and criminal threatening.
The men were arrested but have since been released from jail. Officials have not said what the dispute between the landlord or tenant was, or if the landlord is facing charges.

I'm not accusing anyone of anything, the cops are.
Also, let's be clear that the burden of proof for an arrest is =/= to the burden of proof for indictment. If investigators are comfortable telling the press the landlord solicited goons to threaten a tenant then it is far from a stretch to think they should at least arrest the landlord.

Ah, My mind immediately went to the three people that broke in. Since the landlord wasn’t at the scene, I’m guessing the tenant needs to prosecute before the landlord will face charges.
