  They meant they cant “WEAR” the sticker because its already been stuck on the paper it came with

  When you go to vote, they give you an “I voted” sticker- pictured here.

  When you do mail in voting, they give you a sticker with the ballot (sent out in the mail.).

  That sticker this year was already stuck/used- on the ballot instructions.
