Please do not commit a crime in retaliation to someone commiting a crime. The best answer is to report them so they can be ticketed.

Yes. Call the non emergency number (which frequently is 911, too, in the us. It goes to the same place.)
Offer to send pictures, and they may be able to just mail a citation.

Do USA have mall security? In my country they will get their car clamped if reported and have to pay the fine to get it unlock.

I live in a place where the police do care. Its almost all automated.
