They are not casting proxy votes. They tried to and were denied.

The reason it’s being hidden/blocks is because it’s pretty likely the republican seat is actually going to be a democrat seat if they allow the seat vacant, thats why they plan on just waiting until he naturally is removed from seat instead to allow for a proper vote.
