It’s not that it’s low budget, it’s that it was fully CGI. It was a pioneer in 3d animation.
Also this is from Transformers and it is also from the same Vancouver studio.

The gif? That’s from terminator 2, not transformers, and is an incredibly well-executed effect for the time. It’s also missing the part where the actual effect happens.
