They cornered Luigi into a plea deal because they know no jury will convict him.

This take makes absolutely no sense. If no jury would convict him, then there was no threat to corner him into a plea deal.
And the state charges can’t stand due to double jeopardy laws

Like that’s the whole fucking point of double jeopardy. One crime, one trial, which is why they work to decide on whether the best charges should be state or federal BEFORE they charge anyone with a crime. The judicial system ultimately decides which court has the most relevance to the crime and that’s it.
