It sounds like the issue here is specific to the chimes being played after 7:00 PM, rather than them being played at all.
Rhondda Cynon Taf council said it received a noise complaint in June relating to music being played after 20:00 BST, which it investigated and found to be valid.
The council said the law required a 19:00 cut-off time for ice cream van operators to use their chimes, but it did not “prevent them from trading after this time”.

I don’t know if you remember the Beast from the East blizzard in early 2018, but I was living in Dublin at that time and around 5 pm, it was already dark outside, I heard strange music coming closer from around the corner of my street. I looked through the window and low and behold, it was the most committed ice cream van lad I’ve ever seen. I laughed so hard, I almost choked on my pint. Went outside and bought some ice cream from him. He was good craic.

He was maybe committed to the route for other reasons. It escalated to violence in Glasgow but I don’t doubt it’s happening in other cities, just without the theatrics of violent turf wars
