The intent is almost strictly for WoW, discord is advertising that it’s to allow for merging of WoW clan chat and discord messages, I would assume via the discord client which is why it asks for so many intents. Screw that regardless though.

Can you do all of those on a battle net account? I would, in good faith, presume the plan is for the battle net app to act as a pseudo discord app and let you control everything on your discord account through it.
PS: I searched very hard for that good faith.

Yeah, to me that sounds like what’s going on. They’re trying to implement a Discord client within their game, and to really do that successfully, it needs permissions to do all the Discord things.
