More likely it’s a technical goof, somebody not folding the full English (and other language) subtitles into the streaming container.

That’s either “sign language doesn’t work with our speech-to-text algorithm and we’ll be throat fucked if we hire an actual person to do a job” or some massively pretentious statement about accessibility in media.
